The Buffalo Niagara Region (BNR) is a complicated place, and there are a bunch of factions at play. Spoiler alert - they all hate each other, and all think they aare running the joint.
The regional mayor has about the same amount of power as most other state/territory governers, with more corporate clout than a whole lot of larger territories. The Falls meant stablepower, back in the day, and the Downtown Megacomplex was where everyone was building or leasing R&D back in the 40's through 60's.
A subsidiy of Lone Star, they won the civil defense contract from the NRG, despite Ares having the inside line from the CAC. It has been about a half decade, but still many of the players in the old Ares City Enforcementa have thier old patches on uniforms under the new ones. Still, I have to credit the BNC, it was a great way to consolidate the militias!
These five really call the shots, all of whom control principal components of the Black Spine. While the NRG serves as a local puppet for UCAS, the CAC is right there to cut and tug on strings to align policy and action with the intentions of the megacrops.
One of the reasons the CAC holds so much regional power is that with the fragmentation of UCAS, the Z-OG uses the NRG as a terrestrial tether to some of their orpibtal operations. It has become the central terrestrial banking echange for both the Ontario Repubic and the newly founded Quebec superstate, neither of which have expansive or particularly reliable sattelite uplink Matrix supernodes.
A collection of politial agitators who want to override the regional corporate control of the NRG, and establish a true representative government in the area. Largely viewed by the corporations as terrorists and fringe maniacs, they do not wield much regional political power, but are a constant source of agitation, due to the fact that their indipendent cell model makes them incredibly hard to collectively eliminate.
Most of the metahumans in the region are seond and third generation metahumans, constrained politically and socially by the multiple social and corporate compacts enacted at the turn of the millenia. There are three "branches" of the MLA - one runs shadows for funds, one runs a not-inconsiderable lobbist influence group targeting the CAC, and the last enacts vigilante justice against the region's underworld elements, looking to undermine criminal interests and drive up the price of metahuman services in illicit trade.
